Centauri, a veteran-owned company, was founded to provide professional engineering and program management services and applications to support Defense, Intelligence, and Civil aerospace communities. Our strongest asset is our quality staff of professional experts, who collectively maintain in-depth understanding of end-to-end program management, system engineering and software development throughout the lifecycle in support of current/future government and commercial systems.

Centauri specializes in providing technical professional expertise in areas of Aerospace, Systems, Civil, Electrical, Naval, and Mechanical Engineering as well as Information Technology, Physics, Imaging Sciences, Computer Sciences, and Applied Mathematics. Additional areas of expertise include acquisition management, system engineering, requirements definition and analysis, trade studies, cost-benefit analysis, system design, prototyping and development, rapid software prototyping, integration, test, and evaluation of aviation, shipboard, satellite and ground systems supporting the U.S. Navy (USN) and U.S. Marine Corps (USMC) .

Our Seaport-e team is well-qualified and headed by Centauri to provide experienced personnel, materials, data collection and analysis, software, and support services to the USN and USMC in support of the SeaPort-e needs.

Centauri provides an experienced and competent technical engineering team and approach to delivering capabilities for the operational mission needs coupled with a mix of innovative services providers that have a history of worldwide support to USN and USMC transformation efforts critical to achieving mission success. Centauri uniquely blends experienced, high-performing, multi-disciplinary businesses in execution of SeaPort-e requirements. Eight of the nine subcontractor teammates are Small Business (SB), Small Disadvantaged Business (SDB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUB Zone), Veteran-Owned Small Business (VOSB), or Service Disabled Veteran-Owned Small Business (SDVOSB).

The Seaport-E Centauri team has the depth and breadth to meet RFP criteria for regional presence and proven past performance expertise across all seven zones and the Virtual SYSCOM’s 22 performance areas. Its members have previously ensured USN/USMC program success in multiple areas including program management, system engineering, software engineering, information assurance and logistics.

Brandes Associates Inc (BAI)

Provides USN/USMC and Special Operations Forces mission planning expertise in acquisition, program management, software engineering, integration, test, human factors, training, safety, instrumentation, logistics, Foreign Military Sales and administrative support services for fixed wing, rotary wing, surface, subsurface, manned and unmanned systems and personnel.

Founded in 1989 and headquartered in Denver, CO, BAI is a current SeaPort-e Small Business Prime, providing the US Navy, Marine Corps and Special Operations Forces with specialized expertise in engineering high-profile mission planning, software development solutions, data and software integration, avionics systems engineering, and program and acquisition management. BAI’s proven processes and services supporting numerous SeaPort-e performance areas have evolved through years of outstanding support to the Special Operations Mission Planning Office, Office of Naval Research, OPNAV, NAVAIR, Strike Planning and Execution Systems program office (PMA-281), the H-1 Helicopter Program (PMA-276), the FA-18 Program (PMA-265) and Naval Air Warfare Center, Weapons Division.

In the past three years, BAI has served as a prime and subcontractor on numerous NAVAIR (Naval Air Systems Command), NAWC (Naval Air Warfare Center), and SOMPO (Special Operations Mission Planning Office) contracts covering support to PMAs 209, 231, 234, 265, 272, 276, 280, 281, 299, Naval Special Warfare Center, and the United States Army Special Operations Center. BAI also performs OPNAV requirements development for N88 and site activation and integration for the F-35 Lightning program. BAI’s support has contributed to the successful development of mission planning products and components associated with JMPS, PFPS, EA-6B, AH-1, FA-18, EA-18G, P-3, C-130, H-60, E-2/C-2, V-22, CNATRA, MMA, ESSM, UAS platforms and payloads, laboratory development products for FORCE-NET system connectivity, and SPECOPS products such as Falcon View, TACLAN, PFPS, and SPECOPS unique software applications. KTSi is a VOSB with services focused in four main locations: Southern California, Northern Virginia, Colorado Springs, Colorado and Huntsville, Alabama. KTSi brings USAF contract expertise to far-reaching national security issues and provides rapid solutions for mission critical projects and consistently exceeds the expectations of its customers. KTSi has built its h3 reputation on providing solutions to the nation’s most challenging engineering support projects.

KTSi has earned over 100 corporate and individual awards for exemplary service and technical advice to customers for engineering and scientific services, program control, scaled program acquisition, information technology, and project management. Team Centauri will use KTSi’s expertise on USAF contracts in performance areas 3.1, 3.2, 3.3, 3.5, 3.6, 3.10, 3.11, 3.12, 3.16, 3.20, and 3.21.

Next Century Corporation

Software engineering and human factors design

Next Century Corporation is an SB that possesses world-class technical talent and industry expertise in system concept development, rapid prototyping, software engineering, systems integration, and project leadership. The company is focused on availing to its customers the branded “Strategic Insight” solutions which integrate situational awareness, at-a-glance analysis, decision support, collaboration, as well as to other core capabilities which provide intuitive and actionable information for decision-makers. Next Century serves as a lead developer to an Intelligence agency under the OZONE program and looks forward to drawing on its experience in providing expertise in the areas of web architectures and services, mobile computing, GIS mapping and alerting, signal processing, multi-intelligence data fusion, image processing, artificial intelligence, and data presentation and visualization to SeaPort-e customers.

Next Century supported the requirements analysis, system design, implementation, and operational testing of a tablet PC-based application for capturing all events that occur on USN submarines. This application allows the Quartermaster (QM) to efficiently record and time stamp helm orders, position data, and other USN activities. The system contains a sophisticated knowledge management system that aids the QM in finding and logging >9,000 possible events as well as preventing actions that could endanger the ship, personnel, or equipment. Team Centauri will use Next Century's experience in performance areas 3.1, 3.2, 3.3, 3.5, 3.7, 3.8, 3.12, 3.14, 3.19, and 3.20.

Pullin Corporation

Shipboard integration design, engineering, planning, and fabrication support, CM, Performance Based Logistics

Pullin Corporation is a VOSB whose expertise is in logistics engineering services for commercial and DoD activities. Pullin provides a technical-based approach to lifecycle support ensuring all 10 areas of DoD Logistics which deliver and implement the design, development, test, production, fielding, sustainment, and improvement/modification of cost effective systems that achieve the user’s peacetime and wartime readiness requirements. Specifically, Pullin provides Performance Based Logistics (PBL) implementation and execution to reduce system lifecycle cost, increase sustainability and reduce overall footprint of the system.

Pullin also provides program management services to support program integrated schedules for program tracking, major milestone and critical path identification, risk management and mitigation, cost estimations, and resource allocations. These services ensure on time and within budget execution for systems development, system installation (afloat and ashore),and configuration management for the entire lifecycle of a system. Pullin complements the depth of Team Centauri's lifecycle acquisition expertise and future support in performance areas 3.2, 3.5, 3.10, 3.13, 3.16, and 3.19.

Reperi is a HUB Zone WOSB, that has consistently received ‘Excellent' ratings in Government past performance reviews since the 1990s. Reperi offers substantial experience and service to the USN and USMC’s public affairs and general engineering needs. Reperi is comprised of a cadre of executives, engineers, scientists, and analysts that specialize in strategy, research, planning, and implementation for technology, communications, aerospace, and defense. Team Centauri will use Reperi’s experience in performance areas 3.1, 3.2, 3.14, 3.20, and 3.22.

Systems and Proposal Engineering Company (SPEC)

Engineering training, analytical depth, current SeaPort-e relationship

SPEC is a WOSB whose experience ranges from advanced concept technology demonstrations to enterprise architecture developments to system designs to test and evaluations to operations and maintenance. SPEC’s primary focus has been on providing cost-effective support to Government organizations and contractors in system engineering, architecture development, proposal development, acquisition support, training, project management and software products.

SPEC complements Team Centauri by providing cost-effective support services to the Government by applying tested and proven methodologies for each discipline. These methodologies are based on well-trained personnel, best practices, proven techniques, powerful tools, and tailored processes that have been demonstrated in resource and investment strategy development, basic research, weapons technologies, sensor systems development, test and evaluation, and operations and support. SPEC and Centauri are currently the incumbent contracted workforce support to the Naval Surface Warfare Center (NSWC) Mission Assurance Division and also provide systems engineering, risk analysis and management advisory services across the joint DoD services and Department of Homeland Security (DHS). Team Centauri intends to employ SPEC to further develop USN and USMC nexus with DHS and to use its services in performance areas 3.1, 3.2, 3.3, 3.5, 3.18, and 3.20.

TSC is a SDVOSB, SDB, WOSB specializing in premium cleared technical staffing and Information Technology (IT) services in support of Civilian and DoD agencies. Specifically, TSC has successfully designed, deployed, and managed products and technical services for large defense contractors, IT manufacturers, and resellers. This experience lends to supporting services efficiencies offered by Team Centauri under SeaPort-e for USN and USMC procurement, IT management, collaboration, and program management initiatives. Team Centauri will use TSC’s expertise in performance areas 3.12, 3.18, 3.20, and 3.22.

Technology Service Corporation (TSC)

Shipboard weapons systems, engineering depth

TSC is an employee-owned, high technology company engaged in providing engineering services and specialized products to U.S. Government agencies and private industry. TSC’s engineering and research capabilities support spans the system lifecycle from advanced concept development through operations including integrated logistics support. TSC’s specialized products include sensor and subsystem prototype development and demonstration, electronic circuit board manufacture, test devices, computer applications for radar siting, geographic information services, and sensor/system modeling and simulation.

TSC supports several Information Technology programs under the Naval Sea Systems Command Crane Division. TSC’s largest business area falls under System Engineering and Technical Services and consists principally of sensor and systems engineering support across the U.S. Government. Specifically, TSC provides this support to several major programs: AEGIS Combat System, DD X dual-band radar system, THAAD, Phalanx, and missile system. TSC’s engineering and technical expertise solidifies Team Centauri’s depth and range of sensor and systems engineering offering to the USN/USMC. Team Centauri will use TSC’s experience in performance areas 3.2, 3.5, 3.6, 3.7, 3.10, 3.11, 3.14, 3.15, 3.16, 3.17, 3.19, and 3.20.

WiSC Enterprises, LLC

NAVAIR, SPAWAR killchain analysis, engineering

WiSC is a VOSB that specializes in providing worldwide interoperability solutions and capabilities for intelligence products (GEOINT, MASINT, HUMINT, etc.) across the entire Tasking, Collection, Processing, Exploitation and Dissemination architecture within the National System for Geospatial Intelligence (NSG). This experience is drawn from a depth of activities across the Intelligence Community (IC), the Joint Staff, the Military Departments (to include the Services), the Combatant Commands (COCOMs), international partners, National Applications Office, Civil Applications Committee members, industry, academia, Defense service providers, and civil community service providers.

WiSC also brings a rich background of developing and maintaining systems for the USN and other DoD Services including: TC2S, Precision Targeting Workstation, Targeting and Navigational Toolset, Common Geopositioning Services, Joint Services Information Processing System, Navy (JSIPS-N) and the DCGS-N. WiSC personnel have directly supported the conception, design, development, and management of these programs and are familiar with their operations, user base, and the broader architectures and missions that they fulfill. WiSC’s recent experience with both the Operations and IC as well as in performance areas 3.1, 3.2, 3.3, 3.5, 3.6, 3.8, 3.10, 3.11, 3.12, 3.14, 3.16, 3.18, 3.19, 3.20, and 3.21 offer a unique set of skills and experience to help ensure Team Centauri’s SeaPort-e success.

Team Centauri’s quality planning approach is grounded in INCOSE-proven processes and standards. However, planning is only as good as the execution and follow-up. Team Centauri provides a quality monitoring plan to periodically assess execution and product quality, schedule performance, and customer satisfaction.

Responsiveness & Cooperation Guarantee Approach

A guarantee is only as good as the team that delivers it. Customer trust is earned through exemplary performance – we intend to deliver more than a guaranty, by providing preeminent SeaPort-e service support across all SeaPort-e Zones and functional areas. We begin our SeaPort-e relationship of trust by establishing mediums that institutionalize close and continuous customer and team communications. We affirm the adequacy and timeliness of technical, cost, and schedule progress with our customers on a daily, weekly, and monthly basis. Communication dynamics are both formal and informal by the TI Program Manager (PM), the Task Order Leads (TOL), the Program Control Specialist (PCS), and the Centauri CA and SCA. The table below describes the forums that we use to manage the SeaPort-e contract. In addition, we provide contract deliverables in a timely manner.

Problem Resolution Approach

Our approach to problem resolution is straight forward and simple: identify the problem; analyze the problem and discern the problem source(s); develop alternative solutions; analyze each solution using a “value lens”; recommend a solution through some venue of decision analysis; implement approved/coordinated solution; and follow-up and monitor solution implementation.

Despite the brevity of this problem resolution approach, our tailored risk management process proactively identifies and mitigates SeaPort-e and Task Order risks prior to them being manifested as issues or problems. Each of our processes provides a continual improvement imperative. Our primary programmatic processes (Planning, Assessment, and Control): 1) proactively address risk; 2) assess and identify potential problems; and 3) provide mitigation plans and corrective action(s) as appropriate. As contract, subcontract, or TO problems are addressed, lessons learned are formulated and communicated to the team through our communication forums and the SCP.
